The Government of the United Republic of Tanzania began implementing the Community Development Fund (TASAF) project in 2000. This was one of the strategies to eradicate poverty, which also supported the decentralization agenda. Between 2009 – 2012, TASAF tested the Conditional Cash Transfer (CCT) initiative. These trials were conducted in the Kibaha, Bagamoyo, and Chamwino districts of mainland Tanzania.
