Anthony S. Otieno is an Advocate of the High Court of Kenya and a law reform and legislative drafting specialist with extensive experience in development policy, enabling-environment reforms, and strategic communications for development.

He works at the intersection of law, policy, governance, and innovation, supporting public institutions, development actors, and philanthropic networks to design coherent legal and policy frameworks that are practical, future-oriented, and implementation-ready. At EAPN, Anthony advises on technology, policy, and legal frameworks that shape East Africa’s philanthropy ecosystem. He provides strategic counsel on regulatory barriers, enabling environment reforms, and policy positioning – translating complex legal and policy issues into strategic recommendations that strengthen the network’s advocacy and thought leadership across the region.

His expertise spans law reform and legislative drafting at national and county levels, development policy and regulatory reform, strategic communications for development and public interest initiatives, digital transformation and innovation ecosystems, and philanthropy and civil society enabling-environment reform.

Anthony is a member of the Law Society of Kenya (LSK) and the Public Relations Society of Kenya (PRSK), bringing a multidisciplinary perspective to law-making that values clarity, coherence, and impact.
